Abstract. The article analyzes the process and result of the policy of cultural construction carried out in Moscow in the second half of the 18th century. The paper pays particular attention to the impact on this process of the status of the second capital, officially assigned to Moscow. This not only significantly contributed to, but even predetermined both the goals and the result of the changes. In particular, it became the basis for the emergence of such "capital" institutions in the city as its own theater and its own University.
