Abstract. The article discusses the problems of cooperation between the European Union and NATO. The prerequisites for establishing relations between the Alliance and the "united Europe" arose in the middle of the 20th century. After the signing of the Maastricht Treaty in February 1992, the European Union became an important partner of the North Atlantic Alliance. The final formation of relations between the EU and NATO took place in the early 2000s. The EU's active activities in the field of security and defense, as well as the events in Ukraine in 2014, led to the revival of the idea of a European army, which met Washington's discontent. However, the PESCO project (on permanent structured cooperation of a number of EU countries on security and defense issues) has not become an alternative to NATO, but only an addition to the existing Euro-Atlantic security system. The Declarations of 2016, 2018, and 2023 defined the priorities of cooperation between the EU and NATO. The Declaration of 2023 raised partnership relations to a new level. The main focus was on strategic rivalry with Russia and China.
