Abstract. The purpose of this work was to analyze the policing of the village policemen. According
to the instruction, the range of their responsibilities was extremely wide, and, given the significant size
of their areas, unlikely to be fully fulfilled. In this regard, the periodical press becomes as important as
the legal and regulatory documentation for understanding the specifics of their service. The Orenburg
province was chosen as the base for the study. During the analysis of reports on the policing of the police constables, published on the pages of the local official periodical in 1879, the author draws the following conclusions: the first priority for village policemen was the fight against crimes, primarily
thefts. Due to the specifics of the Orenburg province, almost half of the thefts were horse thefts. Fire
safety was in second place for Orenburg village policemen. Investigations into fires that had already
occurred dominated the reports, although measures to prevent them were also being taken. In the
third place is the fight against violations of sanitary rules. First of all, it was about monitoring the
cleaning of villages and river banks from garbage and manure. In fourth place is passport control. In
fifth position was compliance with trade rules. Reports of "patentless" trade were predominant, although other violations, such as the use of "unstamped" weights and measures, were also combated. Of
course, there were other situations that were also recorded by village policemen. However, judging by
the “Orenburgskiye Gubernskiye Vedomosti” newspaper, they did not play a significant role in their
activities.
Keywords: institute of village policemen, periodicals, police reform, criminality, regional periodicals, the Urals, formal quantitative analysis.
