Abstract. The article is devoted to the history of the workshop system of craft workers in the cities
of the Tula province at the turn of the 19th – 20th centuries. It highlights the legal basis for the existence of
craft societies. The paper considers the principles of the craft self-government bodies functioning. The work
analyzes the essence of the workshop system itself and the prospects for its existence in the early 20th
century. Using the example of the guild corporations of the cities of Tula and Belev that existed in the Tula
province in the period under review, in which craft associations had a full form of management, the
following issues have been studied: the organizational structure of the management of craft societies, the
main areas of their work, the financial basis of activities, the representation of guild craftsmen in the bodies
of the all-class urban public self-government. Depending on the form of assignment to guilds, artisans were
subdivided into perpetual guild and temporary guild. The division of artisans on this basis was a kind of
"split line" in the artisan environment and entailed an internal structural and social imbalance in the
artisan society, since the eternal guilds were in a privileged position relative to the temporal guilds. The
feature of the craft societies in the period under review was the dual nature of their organization: they
were both class and professional associations. In the result of the study it has been found that as class
associations shop craftsmen society experienced decline; and as professional ones they faced certain
difficulties related to competition from factory enterprises as well as they had the potential for further
existence and development.
